1/ The tax authorities shall have the right to collect taxes which the bankrupt debtor holds on behalf of the government. 2/ The amount under Sub-Article (1) of this Article may not include interest and penalties which the bankrupt debtor may have to pay under the relevant tax laws; The interest and penalties shall be considered as pre- insolvency claims and shall be submitted as such in bankruptcy proceedings.
