Under this Title. Whoever, apart from the cases provided by this Code, contravenes the laws, regulations, orders, directives or measures issued for the protection of persons or property, shall be punishable with fine or arrest to be fixed in accordance with the general provisions of this Code, if his act is not otherwise punishable under the Criminal Code or special legislation.
