Article 228 — — Appointment by the Court (1) Relative of the Minor, by Consanguinity

or Affinity. The court shall appoint, as far as possible, as guardian or tutor a near relative of the minor, by consanguinity or affinity, fit to perform such functions and willing to perform them.
